I was curious so I just timed it; my MSI Z690 Unify-X w/32GB of DDR5 with Memory Fast Boot set to "auto" and Windows fast boot disabled, from a cold start it takes 13 seconds to reach the Windows logo and then 8 seconds after that it reaches the login prompt. That's just how DDR5 with AM5 7000 series work.
